Step 4

The Strategic Action Engine

What exactly must we do to close the gaps and achieve our goal — within our actual operating capacity, against named mechanisms, with falsifiable claims?

Output

Capacity-anchored portfolio of Strategic Initiatives across 3 streams (FIX, ALIGN, Growth Drivers), each carrying the canonical 6-field anatomy plus the v5.0 falsifiable-anatomy overlay

Activities

#Activity
1Generate Stream 1 — FIX initiatives: address Fatal Brakes (F) and Secondary Brakes (S) using the Mechanism Map from Step 3.5
2Generate Stream 2 — ALIGN initiatives: strengthen Primary Accelerators (P) and Secondary Accelerators (T) using the Mechanism Map
3Generate Stream 3 — Growth Drivers initiatives: activate Growth Drivers (GD) for parallel revenue generation using the Mechanism Map
4Apply the v5.0 capacity-anchored count rule: minimum one initiative per below-threshold dimension; maximum the count that fits within the Cycle 1 affordable resource envelope from the Operating Baseline; document the count and its rationale
5For every initiative, complete the canonical 6-field anatomy (Name, Dimension, Description, Evidence Remediation, Feasibility, Impact) plus the v5.0 falsifiable-anatomy overlay: Target Score Movement, Leading Indicator (inherited from the Mechanism Map), Cost Envelope (€ all-in), Capability Prerequisite
6Tag every initiative with its BAU classification: NEW, REFOCUS (with the displaced existing work named), or AUGMENT (with the augmented existing work named) — referenced against the Operating Baseline's in-flight initiative list
7Propagate Q-tier and Verification Status from Step 3 evidence and Step 3.5 mechanism evidence onto every initiative; initiatives resting on MEDIUM- or LOW-confidence evidence enter Cycle 1 with a Validate-Before-Commit tag (4–6 week lightweight test before full commitment) (Essential profile: evidence grades, the Practitioner Evidence Annex)
8Validate every initiative against the canonical 6-point quality filter: Specificity, Traceability, Measurability, Feasibility, Impact, Boundary Compliance (310/440)
9Score each initiative for Feasibility (H/M/L) and Impact (H/M/L) — High-Feasibility, High-Impact initiatives execute first within their stream; Impact: High claims must be defensible by the initiative's Target Score Movement field
